Indonesia's General Elections Commission (KPU) serves as the cornerstone of the nation's democratic process, orchestrating presidential elections, legislative elections, and regional head elections across the archipelago. The organization handles comprehensive electoral data including political party verification, candidate nominations for various positions, voter registration, campaign finance records, and vote tallying from over 210 million voter records per cycle.

Recognizing the need to modernize its data infrastructure and legal document processing capabilities, KPU has embarked on a far-reaching e-government initiative to implement AI-powered solutions with Nutanix Enterprise AI to streamline complex legal analysis tasks and enhance its digital backbone for Indonesia's democracy. This sets the stage for future AI application adoption that could help boost the nation’s confidence in ensuring a fair and transparent elections process.

KPU struggled with decades of fragmented systems and manual processes that made data access, legal document handling, decision-making very difficult especially during election cycles.

“It becomes very rigid when we present data, because our work is bound by election cycles. Huge volumes of our electoral data are scattered across different systems and staff have to download entire legal documents and manually search through hundreds of pages to find a specific clause. Every time a new regulation was introduced, staff had to manually compare it against existing laws—line by line. Such inefficiencies are particularly problematic during critical meetings, where simple queries would take 10-12 minutes to process. This is inefficient and should have been automated,” says Hermawan.

Recognizing these inefficiencies, KPU hoped to leverage AI to unify electoral data and enable intelligent, natural language query through a chatbot in Bahasa.

Solution

KPU selected Nutanix Enterprise AI deployed on Nutanix Cloud Infrastructure for its ability to consolidate fragmented systems while providing GPU support needed for AI workloads. The Nutanix Unified Storage solution provided high-performance storage for the massive legal document repository, and the Nutanix Database Service solution provided full database visibility, control and data protection. The Nutanix Kubernetes Platform solution provided the robust, easy-to-maintain cloud-native stack base on which to run large language models (LLMs), and in this case Llama 3.

The efficiency improvement has been remarkable. What used to take 10-12 minutes of manually searching through hundreds of thousands of regulations now takes less than 3 minutes, with complete information and screenshots included," explains Hermawan. Such detailed actionable responses would previously take the legal team much time. With productivity gained in the legal research domain, KPU’s legal team could direct their attention to policy development.

AI-driven analysis cuts research time, freeing legal teams to focus on policy development and compliance instead of manual cross-checking of regulations. Years of JDIH (Legal Documentation and Information Network) legal documents consolidated into a single platform, enabling accurate reporting, faster access to regulations, and stronger transparency in electoral processes.

"Today, the legal team can ask questions like 'What changed in the election funding regulations between 2022 and 2024?' or 'Which provincial rules contradict national guidelines on campaign duration?' and the AI assistant will query our legal system to provide an instant answer," said Hermawan.

AI in conversational Bahasa lowers barriers for citizens

While currently used internally only by the legal department, plans are underway to make this AI assistant publicly accessible by the end of September 2025, allowing Indonesian citizens to easily navigate complex electoral regulations using just conversational Bahasa language. This will strengthen public trust and improve access to electoral law information.

Security, Governance and Transparency

Hermawan expressed confidence in the Nutanix Cloud Platform’s ability to meet security and compliance needs, citing its alignment with local and international regulatory standards. “It has in-built governance capabilities that provide access controls and audit trails for all activities,” he explained. Hermawan also believes that once the AI tool is made available to citizens, it will help strengthen public trust in KPU’s regulatory processes and reinforce transparency across its workflows.

"We work closely with the Nutanix team to train and improve the AI Chatbot so that it stays up-to-date in terms of both technology and user experience (UX). Nutanix's professional services and technical expertise ensured seamless integration, enabling the AI system to generate accurate responses immediately upon deployment,” explains Hermawan.

Next Steps

"The next phase involves migrating all electoral data types into the AI system as well as enhancing our data security capabilities. I really hope that this innovative initiative will set a new standard for election administration and public trust for the 2029 election," said Hermawan.
